In a system with only one interface between two semi-infinite layers, the maximum |T| is indeed 2. However, in the case of an extra layer, one can have a resonance in this layer that can produce a higher value of |T| (and |R|). This does not necessarily violate any physical principle, as the wavevector becomes almost purely imaginary in this region. The resonating solution is then just a sort of evanescent wave inside the layer.
