At the Hamburg and Garching tutorials, many users have been experiencing problems while dropping Layer on top of a MultiLayer. It will be already good to increase size of areas around a MultiLayer, were such drop is allowed.

I suspect there is a deeper reason for the observed problem, namely the mixed nature of the current sample construction part of our GUI. For multilayer and layers, it is a schematic real-space representation, whereas for everything else it represents abstract hierarchical relationships. I suggest to come back to this question when we have some real-space representation of the sample.

For the time being, the proposed solution (larger drop areas) should be the only action here.

Assigned to sprint because I suppose it can be done easily and quickly.
