Feature #2443

Our very outdated release procedure is described here

In an ideal world with a proper continuous integration setup, the software is always in the release-ready state, and making the release is the matter of changing the release number and running a script to upload (already well-tested installers) to the deployment server.
This ideal is unattainable, but we can try to move a bit close to it from the place we are sitting now.

Within this item create the document describing future release workflow. It has to define set of actions starting from the moment of "manager's decision" to make the release, till sending an announcement to the BornAgain mailing list.

The idea is that we will use this document to create a set of concrete steps toward improvements in our current release procedure. Later on, this document will be naturally transformed into the "Release Instruction".
